After working in several different employment fields including production, sales and air traffic control, David began his career in Code Enforcement in 2000 as a Certified Building and Site Inspector working for New Castle County, Delaware government. He served in this role for 4 years and was subsequently selected for promotion into management of the Plan Review and Inspections Divisions. He was tapped to manage special/high profile projects such as the 1M square foot Astra Zeneca World Headquarters and the New Castle County Public Safety Building in Wilmington, DE. While working for New Castle County, in 2006, David earned his Master Code Professional Certification; 6 years after entering the profession. He was the first individual to earn this level of distinction in the history of New Castle County Government and the 2nd in the entire State of Delaware.

After 10 years with New Castle County, he began service as the Deputy Chief Building Official in our nation’s capital of Washington, DC. He oversaw the daily operations for a staff of 70 inspectors and support staff. He served on the Technical Advisory Committee for the International Building Code for considered adoption by the District. David met weekly with stake holders to develop better solutions to complex code issues and to open the dialogue between designers, enforcers and builders. David also began his 6-year term as Vice-chairperson on the International Energy Conservation Code Exam Development Committee.  During his time in DC, David earned the distinction as a Certified Building Department Evaluator from the International Accreditation Service, an ICC affiliate.

In 2011, David began a rewarding career with Remington and Vernick Engineers as a multi-jurisdictional Building Code Official. He managed several municipal clients in all facets of code enforcement including plan review, inspections, code interpretations, project management, and consultation. After being invited to return to Washington for a period in 2017 to serve as the Chief Building Official, David continued in his role with Remington and Vernick Engineers until July 2019.

In April of 2019, David was honored to have been selected to be interviewed by the ICC (Pulse Podcast Episode #15) on the benefits of earning the Master Code Professional Certification.

On July 1, 2019, David open the doors to Code Solutions International, LLC.  He has adopted all of the best practices learned in his 20 year career and makes them available to every client.  David has earned 41 ICC certifications through the International Code Council and is licensed in the State of Pennsylvania in all construction disciplines for both inspection and plan review under the Uniform Construction Code. 

Code Solutions International, LLC is also a Delaware Licensed Electrical Inspection Agency.
